Can I change the default directory in the Memo application from C:\_DAT to a name I like better?

No. The default directory for Memo cannot be changed. That is also the default directory for the Appointment, Phone, Calculator, and DataComm applications.

To override the default, you can record a user key macro to go to a different directory at the touch of the Char key. Instructions for creating user key macros are found in the User's Guide on pages 21-14 through 21-20.

You can change the default directory in Lotus 123. See page 13-8 in the HP 95LX User's Guide.

There are also commercial shareware programs such as Switch! and 95BUDDY (ON DISK ICON) that will allow you to define your own default directory for the built-in applications. The CompuServe Information Service is a good source of shareware programs.
